Article 4
The duration, basic surveys, strategies for national spatial development and growth management, and sectoral spatial development strategies of the National spatial plan described in Paragraph 1 of Article 9 of the Act shall be as follows:
1. Plan duration: no more than 20 years in principle
2. Basic surveys: collecting the population, housing, economy, land use, transportation, public facilities, natural resources and related items of entire country, and surveying land use status
3. Strategies for national spatial development and growth management shall include the following:
(1) National spatial development strategies
a. Conservation strategies of natural disasters, ecological, natural and cultural landscape and natural resource
b. Conservation or development strategies of marine
c. Protection strategies of agricultural land and the total agricultural area in the country
d. Spatial development strategies of urban-rural area
(2) Growth management strategies
a. The total area and the type of urban-rural development
b. Future development areas
c. Development priorities
(3) Other related matters
4. Sectoral spatial development strategies shall include housing, industries, transportation, important public facilities and other sectors, and the following information shall be included:
(1) Development strategies
(2) Development locations

Article 6
The duration, basic surveys, spatial development and growth management plans, and sectoral spatial development plans of municipalities or counties (cities) spatial plans specified in Article 10 of the Act shall be as follows:
1. Plan duration: no more than 20 years in principle
2. Basic surveys: collecting the population, housing, economy, land use, transportation, public facilities, natural resources and related items of each municipalities or counties (cities) ,and surveying land use status
3. Spatial development plans established by municipality or county (city) governments shall include the following:
(1) Spatial development concepts in the municipality or county (city)
(2) Conservation concepts of natural disasters, ecological, natural and cultural landscape and natural resource in the municipality or county (city)
(3) Conservation or development concepts of marine in the municipality or county (city); municipalities or counties (cities) with no marine area under the jurisdiction need not establish such concepts
(4) Protection concepts of agricultural land and areas and locations of agricultural land to be protected in the municipality or county (city)
(5) Spatial development concepts of urban-rural area and rural planning in the municipality or county (city)
(6) Other related matters
4. Growth management plans of municipalities or counties (cities) shall include the following items and the corresponding methods and procedures established in accordance with the circumstances:
(1) The total area and the type of urban-rural development in municipalities or counties (cities)
(2) Future development areas
(3) Development priorities
(4) Other related matters
5. Sectoral spatial development plans shall include housing, industries, transportation, important public facilities and other sectors, and the following information shall also be included:
(1) Development strategies
(2) Development locations

Article 15
These rules shall take effect on the day the Act is enforced.
The amended articles of the Enforcement Rules shall take effect on the day of promulgation.
